OSEA Chapter 48 Contract Tentative Agreement Summary June 6, 2014
Below is an article by article list of the proposed changes to your contract. Housekeeping means that the article was changed only due to title changes, grammar, punctuation, formatting and District structure changes. N/C means that the article has not changed from the expiring contract. A rough, PDF version of all of the language changes will be available in the OSEA folder Monday, June 9th.
Article 1 Recognition
Created clarifying language for Substitute and Temporary employees and clarified how retired PERS members can work at the District.
Article 2 Association Rights
Housekeeping only
Article 3 Management Rights
Deleted the word “desirable” to “in the District’s interest to do so, 3.c.
Article 4 Unsatisfactory Performance, Discipline, Dismissal
Added the reference to the Whistle Blower Protection Act and further cleaned up the language in the process during an investigation that could result in discipline.
Article 5 Grievance Procedures

Article 6 No Strike Provision

Article 7 Issue Resolution
Changed the title of the article to Labor Management and did some housekeeping.
Article 8 Placement, Advancement on Salary Schedule and Compensation
Housekeeping changes were made. The process for pay on closure and make up days was clarified. Created a chart that matches the contract language so members and management can understand the compensation at a glance. When an employee from a lower classification is assigned as a substitute in a higher classification, the substitute employee will be paid at the absent employees wage, at the substitute wage.
Article 9 School Bus Drivers
Housekeeping changes were made. Added paid time for fall bidding of one hour and three hours to drive the new route. Overnight field trip language was added to the contract per the current practice.
Article 10 Payroll periods and payroll deductions
Added language to assist members if there is a correction made to their monthly paycheck.
Article 11 Sick Leave
Added the uses for sick leave and added identification of immediate family members. Included information about leave balances on paycheck stubs.
Article 12 Emergency and Personal Business Leave
This entire article is in abeyance for the duration of the contract and is replace with the PTO-MOU at the end of the contract.
Article 13 Unpaid Leaves of absence
This article title has been changed to “Leaves of Absence”. Housekeeping changes were made. Changes to the OFLA are included that now allows an absence of up to 10 days for bereavement of covered immediately family members.

Article 24 Group Insurance Benefits
Caps were increased as follows for each year of the contract;
2014-15 $1326.00, 2015-16 $1400.00, and 2016-17 $1526.00
If any other group of employees receives a higher contribution from the District for the insurance benefit, the benefit contribution for classified employees will be increased to the high level.
Article 25 Compensation Provisions
Employees that are eligible for step movement on the salary schedule will advance each year of this contract.
All classified salaries will be increased by the following for each year of the contract;
2014-15=2%, 2015-16=2% to 2.25%, based on the Portland CPI, and 2016-17 2.4%
If any other group of employees receives a higher contribution from the District for salary increases, the high increase will be applies to the classified salary schedules.

Article 27 Duration and Effect of Agreement
We agreed to a three-year contract with the district that will expire on June 30, 2017.
Explanation of the new longevity benefit.
Once you have completed the following anniversary/longevity milestones, you will be awarded the below funds in your December paycheck.
For the implementation of this new agreement, all employees that have either reached or passed one of the below milestones will receive the longevity recognition benefit in the first year of this new contract. This is a one-time retroactive longevity acknowledgment.
For example; If at the beginning of the 2014-15 school year, you have worked for the District for 12 years. You will receive the 10 year longevity benefit in your December paycheck. You will receive your next longevity benefit in the year following the completion of your 15th year working for the District.
